Certainly, many laws govern the seas; enforcing them is another story altogether. Illegal fishing (IUU) in other countries' waters is rampant. Overfishing! Ignoring set quotas and poaching accounts for a staggering twenty per cent of every pound of fish consummed the world. 

This insatiable appetite for black market seafood is now valued at more than $20 billion a year and growing. As a result, ocean fish stocks are becoming increasingly depleted, yet many governments have neither the inclination nor the resources to protect this most precious commodity.
